Andres Sutt was born on 11 November 1967. He is married and a father of three children.
Employment history and career
- From 2022 – 2025 he was a member of the 14th and 15th Riigikogu
- From 2021 – 2022 he was the the Minister of Entrepreneurship and Information Technology
- From 2019 –2021, he was a member of the 14th Riigikogu, a member of the Finance Committee, and a member of the Anti-Corruption Select Committee.
- From 2017–2018, he was the Director of Regulatory Relations and a Member of the Management Board at Eesti Energia, as well as the Head of Customer Services.
- From 2013–2016, he was the Head of the Banking Division of the European Stability Mechanism (ESM).
- From 2012–2013, he was the Senior Adviser to the Executive Director of the European Financial Stability Facility (EFSF).
- From 2009–2012, he was the Senior Adviser to the Executive Director of the International Monetary Fund’s (IMF) Nordic-Baltic Constituency and a Member of the Board of Directors.
- From 2001–2009, he was the Vice President at Eesti Pank.
- From 1999–2001, he was the Adviser to the Executive Director of the International Monetary Fund’s (IMF) Nordic-Baltic Constituency.
- From 1992–1999, he was the Chief Specialist of the Central Bank Policy Department, the Deputy Head of the Banking Supervision Authority, and the Deputy Head of the Central Bank Policy Department at Eesti Pank.
Education
Andres Sutt graduated from the University of Tartu in 1993 with a degree in financing and loans. In 2008, he completed the INSEAD Advanced Management Programme.
Other
In 2008, the President of the Republic awarded Andres Sutt the Order of the White Star III class.
His native language is Estonian, he is fluent in English, and knows Russian and Finnish at the intermediate level and French at the basic level.
About the job of the Minister of Energy and the Environment
The Minister of Energy and the Environment directs the Ministry of Climate in his or her area of responsibility, with the exception of the areas entrusted to the Minister of Infrastructure.
The minister is appointed and released from office by the President of the Republic on the proposal of the prime minister. The minister will assume office by taking an oath of office before the Riigikogu.
- The Minister of Energy and the Environment is responsible for the comprehensive implementation of the green reform, the energy sector, climate policy, and steering business towards cleaner technologies; coordinating the development of renewable energy and the implementation of renewable energy projects; organising environmental protection and nature conservation, organising the use, protection, recovery and accounting of natural resources, environmental monitoring.
- The Minister of Energy and the Environment is responsible for organising weather observations and nature surveys; developing policies for the protection of the ambient air and for radiation and nuclear safety and organising environmental monitoring, management of the exploitation of mineral resources, geological mapping, and ensuring national geological expertise.
- The Minister of Energy and the Environment represents Estonia in the Environment Council of the European Union and the Transport, Telecommunications and Energy Council in matters relating to energy.
- The areas of responsibility of the Minister of Energy and the Environment include the Environmental Board, the Environment Agency, the Geological Survey, the Environmental Investment Centre, the State Forest Management Centre, the Estonian Museum of Natural History, the Information Technology Centre of the Ministry of the Environment, the Estonian National Committee of the World Energy Council, Elering AS, AS ALARA, AS ÖKOSIL, and the Estonian Environmental Research Centre.
Ministry of Climate
The role of the Ministry of Climate is to create the conditions and preconditions that will ensure a species-rich natural environment and a clean living environment for us and future generations, and to ensure the sustainable use of natural resources.
Organisation of work of the Government of the Republic
The government implements the state’s domestic and foreign policy. The government makes decisions on a collegial basis on behalf of the executive. The competence of ministers in managing ministries and the areas of responsibility of ministers are determined with an order of the prime minister.
