Hendrik Johannes Terras was born on 14 June 1993 in Tallinn. He is married and the father of one child. Terras has been a member of the Eesti 200 party from 2021.

Education
Henrik Johannes Terras graduated from the University of Tartu in 2017 with a degree in journalism and communication and in 2019 received from the same university the Master’s degree in communication management.

About the job of the Minister of Regional Affairs and Agriculture
The Minister of Regional Affairs and Agriculture manages the Ministry of Regional Affairs and Agriculture, and their area of responsibility is the area of governance of the ministry.
The minister is appointed to and released from office by the President of the Republic on the proposal of the prime minister. The minister is sworn in by giving an oath before the Riigikogu.
- plans and implements rural life, agricultural and fisheries policies;
- coordinates activities relating to flora and fauna protection;
- draws up national programmes for applied agricultural sciences and manages their implementation and impact assessment, also participates in the formulation of national vocational and higher education policies;
- organises agricultural research, development and education;
- coordinates Estonia’s rural life policy and implements the European Union’s Common Agricultural Policy and Estonia’s Rural Life Development Programme;
- develops market orientation of agricultural producers and works to ensure the viability of agricultural production;
- plans and implements Estonia’s fisheries policy, which aims to develop the fishing industry and increase its competitiveness;
- shapes the Estonian feed safety, animal health and farm animal breeding sectors;
- ensures food safety and regulatory compliance.
- The Minister of Regional Affairs and Agriculture represents Estonia in the Agriculture and Fisheries Council of the European Union.
Ministry of Regional Affairs and Agriculture
The area of government of the Ministry of Regional Affairs and Agriculture covers the planning and implementation of rural policy, agricultural policy, fishing industry of the fisheries policy and the trade policy of agricultural products, the organisation of ensuring food safety and compliance, the coordination of the activities related to animal health and protection and plant health and protection, the organisation of agricultural research and development and agricultural education and the preparation of corresponding draft legislation.

The government implements the state’s domestic and foreign policy. The government makes decisions on a collegial basis on behalf of the executive. The competence of ministers in managing ministries and the areas of responsibility of ministers are determined with an order of the prime minister.
