“In essence, we have a work plan for the economic cabinets of the coming year, which we’ll review and update on a quarterly basis,” Prime Minister Kristen Michal said. “We’re looking for additions from ministries, businesses, unions. It already includes more than 40 steps we’ll be taking to make the economy more competitive everywhere in Estonia. From skilled labour to the development of digital solutions, to the price and choices of energy, to ensuring that industrial growth and job growth is also guaranteed in all regions.”
Minister of Economic Affairs and Industry Erkki Keldo pointed out that the action plan gives entrepreneurs confidence in the predictability of the state’s actions.
“In order to improve the competitiveness of companies and our economy as a whole, we need concrete actions, and we’ll implement them in the new year together with all ministries according to the plan we’ve prepared. Entrepreneurs have played a major role in the preparation of the plan, and have been involved from the start. After all, we undertake these activities for them, to make it easier for them to grow and develop their companies. Next year, we’ll support exports, promote investment, help raise productivity, reduce reporting burdens and speed up planning.”
In developing an environment favourable for economic growth, the actions are divided into seven areas with responsible persons and quarterly deadlines: investment and courage to take risks; exports and business diplomacy; increasing productivity; labour and education policy; resources and infrastructure required for economic growth; legal certainty; cutting red tape and developing a responsible economy.
In addition, the plan shows whether the budgetary decisions for the activities have already been taken or are in the pipeline and require decisions of principle; it also includes completely new initiatives for which no budgetary resources have yet been planned. The action plan will remain an open document, which will be updated as necessary and reviewed quarterly by members of the government.
The implementation of the activities will be monitored at the political level by the economic cabinet, at the ministerial level by a working group of senior public sector executives and at the business level by a round table of entrepreneurs. The activities will also be included in the work plans of ministries. The action plan will be used as the basis for organising the work of the economic cabinets of the government next year.
The action plan is prepared and implemented annually and it is based on the state’s longer vision Estonia 2035, which aims to create a strong, innovative and responsible business environment.

Economic cabinet gives green light to Economic Growth Plan 2025

Stenbock House, 12 December 2024 – Erkki Keldo, Minister of Economic Affairs and Industry, presented a plan to support the competitiveness of the economy and industry to members of the government. The plan, developed in partnership between ministries and entrepreneurs, brings together 45 new high-impact initiatives or reforms to improve the business environment in 2025. The plan will be used as the basis for organising the work of the economic cabinet.
