Stenbock House, 9 November 2021 – Today, the cabinet discussed recent developments in Poland and at the external borders of the European Union and NATO related to the hybrid attack by the Belarusian regime, which has entered a new phase of escalation.

Prime Minister Kaja Kallas noted that yesterday, she communicated with the Prime Minister of Poland Mateusz Morawiecki and confirmed that Poland has Estonia’s full support. “People from Belarus crossing the external border of the EU and NATO are part of a politically organised hybrid attack by the Belarusian regime. This activity is illegal, contrary to international law, and poses a clear security threat not only to Poland, but to the entire European Union,” said Prime Minister Kallas.

The prime minister added that we are in solidarity with Poland, but also with Lithuania and Latvia, and will continue to support them in the crisis situation and will use all diplomatic means to end the attack. “This is not just a one-country problem, so as countries of the European Union, we must not allow the Lukashenko regime to undermine our security,” Kallas said.

According to the prime minister, it is important to speed up the adoption of EU sanctions against natural and legal persons who support the activities of the Belarusian regime. “Attention must also be paid to airlines that fly people from their countries of origin to Europe. Diplomatic efforts with the EU institutions will continue to persuade countries of origin to cooperate and stop their people from falling into the trap of lies of the Lukashenko regime. We are also in favour of finding the means to protect the external borders of the European Union more effectively, including funding for the strengthening of the external borders. As an elected member of the UN Security Council, we are ready to continue to pay attention to the situation through the Security Council.”

Since July, Estonia has supported the allies in fighting the hybrid attack. The ESTPOL5 team and the military police of the Defence Forces are currently monitoring the situation in Lithuania. There is currently no migratory pressure on Estonia, but over the years, the necessary preparations have been considered and made in case the number of illegal border crossings increases. Estonia is prepared to avert a threat to its security, should this need arise.
