Estonia’s EU policy focus in coming years will be on security and simplification of the regulatory environment

Stenbock House, 19 June 2025 – The Government today approved the main objectives and principles that will guide Estonia’s policy-making and protection of its interests in the European Union until 2027. This time, the priorities focus on developing European defence capabilities, simplifying the regulatory environment and preparing for the negotiations on the new long-term budget of the EU.

“Estonia has repeatedly shown that our voice counts and that we can be the leader in the European Union on issues that are important to us,” said Prime Minister Michal. “We’ll continue with this work. Our main goal is a stronger and wealthier Europe. This is why we must continue our efforts to strengthen Europe’s defence and crisis preparedness to cope also with the most serious situations.”

According to Michal, Estonia’s second biggest goal, next to security and foreign policy, is a competitive economic environment. “We must simplify the regulatory environment to improve the competitiveness of the European Union,” said the Prime Minister. “We have to keep in mind that each new regulation will lead to an increase in the administrative burden and costs for businesses and the public sector. Therefore, the need for any new legislation must be clearly justified. Estonia transposes EU law on the basis of the agreed minimum.”

Discussions on the next long-term budgetary framework have also started. “We and our closest partners are standing for a joint budget that contributes more to common benefits such as defence capabilities, strengthening the external borders and development of cross-border connections,” the Prime Minister explained. “The new budget must also be ready for EU enlargement and continued support for Ukraine.”

Other areas of importance for Estonia include European energy security, the digital economy and communications, agriculture and fisheries, and climate, environment, social and health policies. Also transport, protection of critical infrastructure, a secure area without internal borders, effective cross-border judicial cooperation, education, youth, science, culture and media.
